The Board

The Board is the executive body of the Association. It has the right and the duty to manage the affairs of the Association and to represent it. Following election by the Constituent Assembly founding the European Network for Public Administration, Board members will be elected by the General Assembly.

  • Prof. Eckhard Schröter

    Prof. Eckhard Schröter was unanimously elected President of ENPA in July 2025. Prof. Schröter is a political and administrative scientist and since 2018 Head of the Department of Administrative Science at the German Police University in Münster. From 2005 to 2017, he held the Chair of Administrative Science at Zeppelin University in Friedrichshafen, where he was also Academic Program Director of the Political and Administrative Science courses (2013-2017) and Head of the "Public Management & Governance" department (2006-2012). Previously he worked at the University of California, Berkeley (DAAD Professorship, 2000-2005) and at Humboldt-Universität zu Berlin. His research interests include public sector reforms in international comparison, administrative culture, metropolitan research and, in particular, the theory and practice of representative bureaucracy. He is author or editor of 15 book publications and over 90 journal articles and book contributions.

  • Prof. Martial Pasquier

    Martial Pasquier is Professor of Public Management and Communication at the Swiss Graduate School of Public Administration (IDHEAP) of the University of Lausanne, Switzerland. He was director of the IDHEAP from 2012 to 2016 and vice-rector of the University of Lausanne from 2016 to 2021. He is the author of several books on marketing and communication in the public sector. His research interests relate to transparency, public sector communication, and place branding and marketing.

  • Prof. Francesca Manes Rossi

    Francesca Manes Rossi (PhD) is Professor of Accounting in the Department of Economics, Management and Institutions at the University of Naples, Federico II, where she teaches and conducts research on public accounting and management, auditing, performance measurement and sustainability disclosure. She is an experienced educator and researcher in International Public Sector Accounting Standards (IPSAS) as well as International Financial Reporting Standards (IFRS) and related disclosure issues, including sustainability and integrated reporting. In the last few years, she has published intensively in nationally and internationally outstanding journals, and has been editor of several books and special issues.

  • Prof. Jean-Michel Eymeri-Douzans

    Jean-Michel Eymeri-Douzans is an Exceptional Class Professor at Sciences Po Toulouse, Vice-Rector for International Relations and former Director of LaSSP (Laboratory of the Social Sciences of the Polity). His research is located at the intersection of political science, public administration, and public policy, and explores the institutions, actors, and processes of government from a comparative European perspective. He is Visiting Professor at the College of Europe (Bruges), IDHEAP (Lausanne) and the Academy of Economic Studies (Bucharest. He sits on the Executive Committee of the European Consortium for Political Research (ECPR), the Board of the European Alliance for Social Sciences and Humanities (EASSH), the College of the International Public Policy Association (IPPA), and the Board of the European Association for Public Administration Accreditation (EAPAA).

    Muiris MacCarthaigh is Full Professor of Politics and Public Policy and Director of the Centre for Public Policy and Administration at Queen's University Belfast.  His research engages with a variety of debates within and between political science, public sector governance and public policy.  He is interested in the role played by administrative systems in translating political preferences into public policy outcomes. Recent publications have focused on accountability for public sector AI, longitudinal perspectives on public bureaucracies, and administrative limbo.  He is a Fellow of the Academy of Social Sciences and serves on the editorial committees of Public Administration Review and the International Journal of Public Sector Management

  • Prof. Elke Loeffler

    Elke Loeffler is Associate of the Institute for Local Government Studies at the University of Birmingham and Director of the nonprofit organisation Governance International. Elke’s research interests include collaborative governance, user and community co-production of public services and outcomes, public service innovation, outcome-based commissioning and systems resilience in public services. Elke is co-editor of the textbook Public Management and Governance (Routledge, fourth edition 2024) and has published widely on user and community co-production of public services and outcomes. She is Chair of the Public and Nonprofit Management Strategic Interest Group in EURAM and Co-Chair of Doctoral Research in UKAPA. She serves on the editorial boards of Public Money and Management and the International Review of Administrative Sciences

  • Prof. Constantin Marius Profiroiu

    Professor Constantin Marius Profiroiu teaches public policy and good governance at Bucharest University of Economic Studies, where he is also Vice-Rector for International Relations. He was Dean of Faculty of Administration and Public Management from 2010 to 2016. He is a Fulbright Senior Alumnus having completed a research visit at Martin School of Public Policy and Administration, University of Kentucky, in 2010-2011. Between 2014 and 2016, he was the President of the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee) and, since 2015, he has been a member of the European Statistical Governance Advisory Board (ESGAB). He has authored numerous publications in the field of civil service, decentralization, governance and strategic management.

  • Prof. Bram Verschuere

    Bram Verschuere (PhD) is Professor of Public Administration and chair of the Department of Public Governance and Management at Ghent University, Belgium.  He teaches on public administration and public policy analysis, and conducts research on democratic innovation, co-production of public services, and state-civil society relations. His work has been published in edited volumes by international publishers, and in high-quality scientific journals like Public Administration Review, Government Information Quarterly, European Journal of Political Research, Nonprofit and Voluntary Sector Quarterly and Governance. He is also committed to link research with society and practitioners via popular media, publications targeted at the general public and practice-oriented research.

    Edoardo Ongaro is Professor of Public Management at The Open University, UK. He has published extensively on topics of public administration theory and disciplines, strategic management of public service organisations, comparative analysis of administrative reforms.  Edoardo is Founding Board Member of ENPA. Over the period 2013 to 2019 he served as the President of EGPA and between 2013 and 2025 as a Member of the Council of Administration of IIAS. He is Vice Chair (International) of the UK Association for Public Administration (UKAPA) since its establishment. Since 2015 he is an editor of the journal Public Policy and Administration. He is a Fellow of the Academy of Social Sciences and the UK Association of Public Administration.

    Mirko Noordegraaf is professor of Public management at the Utrecht School of Governance (USG), Utrecht University, the Netherlands. He also acts as head of department. In addition, he is extraordinary professor of Governnace and public services at the University of Aruba (in the Carribean). His research, education and societal impact focus on public management reform, public managers, managing professional organizations, managing professionals, (street-level) professionals, and public professionalism. He published widely, and he is active in and for the public domain. Currently, he is vice-chair of the Dutch State Commission against Discrimination and Racism. He also serves as board member of the Dutch Association of Government Management (VOM). He is member of the editorial board of the Journal of Professions and Organization (JPO).
