The new ENPA Doctoral Seminar is designed as a dynamic, interactive, and high-level forum for doctoral students in public administration, management, governance, and policy.
This is not another lecture-based format: our focus is on short and sharp presentations, in-depth feedback, and space for exchange. The seminar will enable you to sharpen your ideas, receive constructive input, and build lasting networks across Europe and beyond.

Format
The seminar runs over one-and-a-half days and is tailored to the needs of doctoral researchers. Expect an atmosphere that is collegial, interdisciplinary, and risk-free – a safe space to test, refine and advance your ideas.
Our seminar in Bucharest marks the beginning of a whole range of high-calibre offerings for doctoral students and early-career researchers throughout the year and beyond, including regular exchange formats, mentoring, networking activities, and attractive publication opportunities.
Application & Submission
The general submission and participation requirements apply, with one exception: For the Doctoral Seminar, we invite „paper presentations“ only. Collaborative formats will be designed by the chairs based on the submitted papers to ensure a meaningful and well-aligned seminar experience.
