General terms and conditions
Your registration as a conference participant is binding.
The registration fee is owed upon registering on the Ex Ordo conference management platform and is payable within seven days following the submission of your registration at the latest.
Your participation is not guaranteed until full payment of your registration fee has been received.
The ENPA 2026 Inaugural Conference will be held as an in-person event onsite at the Bucharest University of Economic Studies; participation in online or hybrid mode will not be offered as part of your registration.
Participation in the ENPA Doctoral Seminar is by invitation and reserved only for doctoral students with a paper presentation accepted for the ENPA Doctoral Seminar.
The conference program may be subject to change without further notice.
All participants at the conference consent to the (audio, video, and photo) capturing of the sessions (except for social events) and to the use thereof for marketing purposes.
By registering for the ENPA 2026 Inaugural Conference, participants agree to receive information from ENPA about this event.
Registration transfers
Registration transfers to other individuals are permitted at the discretion of ENPA.

Cancellation and refund policies
Cancellation by the conference host
The European Network for Public Administration (ENPA) retains the right to cancel the registration of any participant if any of the following conditions apply:
Participants fail to provide sufficient supporting documentation for their conference fee category selected at registration in due time (that is, within 15 days of being requested to do so or at the latest by 27 March 2026, whatever comes first),
Participants fail to pay the correct amount for their approved registration category in due time (that is, within 7 days of being requested to do so or at the latest by 27 March 2026, whatever comes first). In the case of payment by bank transfer, the date and amount debited on the ENPA bank account will be taken into account.
Cancellations by registered participants
All cancellations must be made via the Ex Ordo registration platform by accessing your registration and cancelling your existing registration.
Participants who do not cancel and do not attend (‘no-shows’) will not be refunded.
Refunds are processed via the method by which the payment was originally received. Should the refund not be able to be processed, it will be incumbent on the registrant to provide an alternative.
Cancellation before 27 March 2026 (23:59 CET):
A cancellation fee of 50 per cent of your paid registration fee will apply.
Cancellation after 27 March 2026 (23:59 CET):
Requests received after 27 March 2026 will not be considered. No refunds of any type will be given.
Event cancellation by “Force Majeur”
If the ENPA 2026 Inaugural Conference cannot be held at the planned location or time due to circumstances beyond the control of ENPA and/or the local conference organizers (hereinafter referred to as a Force Majeure event), different cancellation conditions will apply.
A Force Majeure event may include, but is not limited to, public health emergencies, natural disasters, armed conflicts, or government restrictions or orders that make it physically impossible for the conference to proceed as scheduled.
In the case of a Force Majeure event, neither ENPA nor the local conference organizers shall be held liable for any damages, costs, or losses incurred by attendees, including but not limited to travel expenses, accommodation costs, financial losses, or any other indirect or consequential damages.
Under these circumstances, ENPA reserves the right to:
retain the full registration fee to be applied towards a future ENPA Conference, or
issue a partial refund to the attendee after deducting any non-recoverable costs already incurred in organizing the event.
